Hispanic Advisory Board Legislation
ARTICLE XIV. WESTCHESTER COUNTY HISPANIC ADVISORY BOARD
Sec. 277.461. Advisory Board established.
1. There shall be a Westchester County Hispanic Advisory Board which shall consist of an odd
number of members of not less than nine, and not more than 21. The members shall
have demonstrated their concern for, and interest in, the Hispanic population.
a. Members shall be appointed by the County Executive and shall serve for a term
of two years, except that of the members first appointed to such board, 60
percent shall be appointed for a term of one year and 40 percent for a term of two
years. Upon the expiration of the term of office of any member, his or her
successor shall be appointed to membership on such board for a term of two
years. The Director of the Office of Affirmative Action may serve as an ex officio
member at the discretion of the board. Members shall be residents of
Westchester County. One member shall be designated by the County Executive
as Chairman. A vacancy in the membership shall be filled in the same manner as
the original appointment.
b. Each member shall have the ability and willingness to give the necessary amount
of time to the responsibility of being a board member.

Sec. 277.471. Compensation.
Members of the Advisory Board shall receive no compensation for their services but
shall be entitled to reimbursement for reasonable and necessary expenses incurred in the
performance of their duties as members. (Added by L.L. No. 9-1992)
Sec. 277.481. Powers and duties of board.
The board shall:
1. Elect a vice chairman and other such officers as may from time to time be
deemed necessary and appropriate.
2. Adopt rules for the conduct of its business.
3. Hold meetings of the board at such times and places as the members determine.
4. Develop bylaws.
5. Establish committees which may be necessary to carry out its duties and
responsibilities.
6. Advise the County Executive and the Board of Legislators as appropriate on
issues that affect the quality of life for Hispanics in Westchester County.
7. Review and monitor county policies, procedures, practices and programs for their
impact on Hispanics.
8. Work with the County Executive and the Board of Legislators to develop and
recommend effective policies, legislation and/or services to eliminate
discrimination and improve opportunities for Hispanics and their families.
9. Liaison between the executive, administrative and other legislative bodies
throughout Westchester County to promote Hispanic interests.
10. Promote equal status of Hispanics and encourage public policy to cooperate in
such endeavors, thereby impacting the public and private sectors of the county.
11. At the board's discretion, assist the Westchester County government Office of
Affirmative Action as a liaison between and among all Hispanic groups in the
county.
12. Review and analyze grants, proposals and statistical materials for
recommendations to the County Executive.
13. Assist the County Executive in developing and maintaining a roster of qualified
Hispanics to serve in county government, both in salaried positions and volunteer
appointments to county boards and commissions.
14. Perform other such duties as may be assigned by the County Executive.
15. All members of the board shall be bound by and comply with provisions of the
Westchester County Code of Ethics as same is set forth in Chapter 883 of the
Laws of Westchester County.
